Morgan County VINE Coverage
Kentucky's VINE program takes its name from Victim Information and Notification Everyday. The Kentucky Department of Corrections VINE information page explains the sources. VINE collects data from jail booking systems, prisons, and mental-health facilities across the state. When a covered custody status changes, the service sends notice. Victims and concerned citizens are the intended users. The automated line runs around the clock.
Morgan County adds a geographic twist. The county keeps its own sheriff and jailer. Adult county offenders may still sit at Rowan County Detention Center under a documented agreement. So a Morgan arrest can produce a VINE record tied to a Rowan facility. The arresting jurisdiction stays the same. Rather than dismissing a "Rowan" result, compare the name. Check the jail or DOC identifier and the facility too.
Timing has limits too. No state page promises that every Morgan booking reaches VINE at once. A person may still be moving between facilities. A fresh record can lag. When timing matters, start with VINE. Then confirm through Rowan's official current-inmates route or a direct phone call.
Search a Morgan Arrest
Begin at the official VINELink search. Frame the query so the right person stands out among the others. Still, avoid narrowing it so far that a spelling slip hides a real match. Kentucky's FAQ allows a partial name or a jail or Department of Corrections ID. When several results appear, trust the facility and identifier. The name alone can mislead.
- Open VINELink and choose Kentucky.
- Select the offender or custody search.
- Enter a partial last name, first name, or known jail or DOC number.
- Review each possible match and compare its facility and identifiers.
- Open the correct record before choosing any notification option.
- If local-jail and DOC records both appear, review each. Separate registrations may be needed.
Remember what the result answers. VINE settles custody, not the underlying arrest record. For that, turn to the Morgan County recent-arrests sources, where a booking record may list alleged charges, the delivering agency, bond, booking time, and facility. The disposition lives in the Morgan County court file.
The VINELink site opens with a state selector and a person-search form.

This screen searches one person at a time. It is not a photo gallery or a full Morgan arrest feed.
VINE Arrest Status Fields
A VINE entry answers a custody question. It does not hand over the police report or the court file, so read each field for what it actually says.
| Field | How to read it |
|---|---|
| Name and identifier | Use both to distinguish people with similar names. An ID may be a jail or DOC number. |
| Custody status | The status reported by a participating jail, prison, or other covered facility. |
| Facility | A Rowan facility can be consistent with a Morgan arrest because Morgan contracts for adult housing there. |
| Local jail or DOC | These are separate custody layers. A person can move from county detention to state corrections. |
| Status event | Release, transfer, escape, and certain other changes may trigger notice. |
A release notice signals one thing only: the reporting facility logged a custody change. Bond, a court order, sentence credit, or a transfer can empty one jail while the case rolls on. A transfer, likewise, may simply mean the person moved. For the judicial outcome, check Kentucky Courts.
Skip VINE if you want photos. It keeps none. Kentucky's KOOL service may show some offender photographs after state intake, but DOC says most, not all, photos appear there, and new ones can take days. None of that sets a photo policy for Rowan's local roster.
Register Morgan Custody Alerts
Match the correct record first. Only then select "Notify Me of Status Changes" and enter a phone number or email. Kentucky allows more than one of each. The offender never learns who registered. Those features suit safety planning, family contact, and tracking an expected move.
- Open the matched custody record.
- Choose the status-change notification option.
- Select phone or email and enter the requested contact information.
- For phone alerts, create a four-digit PIN.
- Follow the confirmation prompts and keep the PIN secure.
- If jail and DOC records both exist, register on both when both matter.
Calls can come at any hour. Kentucky's instructions warn about unanswered calls. The system may keep trying for a 24-hour window until the four-digit PIN is entered. A business switchboard will not work. The call must reach the registered person and accept the PIN. Email delivery varies by provider, so check filtered folders after signing up.
The Kentucky Department of Corrections VINE information page lays out the state service. It also covers the notification channels.

Confirm Every VINE Alert
A vendor glitch in Kentucky made news in February 2026. False release alerts went out before the service was fixed. The lesson is simple. Treat any automated notice as a nudge to double-check, never as a final custody record. Statuses can lag while agencies hand off data.
An alert may say someone was released or transferred. Call the facility named in the record. Rowan County Detention Center sits at 1075 S. Tolliver Road in Morehead. Its main line is (606) 784-8457. Questions about a Morgan arrest can go to the Morgan County Sheriff's Office at (606) 743-3613. Give the full name and any identifier you have. Then ask directly: is the person still in custody, released, or moved? If there is an immediate threat, dial 911 instead of a records line.
Write down the alert time, the stated status, and the named facility. Staff confirming a transfer should tell you which agency holds the record now. They can also say whether a new identifier applies. Suppose the facility finds no match. Try alternate spellings and look for duplicate jail or DOC results before assuming anything. A court clerk can walk you through case events. But the clerk is not the live source for jail status. For that, the facility holding the person is the authority.
VINE Arrest Check Limits
VINE has clear limits. It does not replace the Arrested Today source check. Neither Morgan nor Rowan offers a verified same-day intake feed. Rowan's official link is a current-custody roster rather than a true "today" list. A fresh arrest may take time to show. It sits somewhere between the arrest itself, transport, Rowan intake, a roster refresh, and VINE ingestion. So a blank result proves neither release nor that no arrest happened.
Federal custody is a separate world. VINE will not give you a complete BOP search. The Federal Bureau of Prisons runs its own locator for federal inmates. Court records are different again. Morgan District or Circuit Court files show what became of a case after booking. VINE tracks custody events instead. Kentucky Offender Online Lookup earns its keep when a person may have entered DOC custody or supervision.
The Morgan Sheriff lists no booking app. West Liberty's city page links the police department's Facebook account. But social posts cover incident news and cannot be counted on to list every arrest. Third-party booking sites lag, omit entries, or leave stale pages up after official status shifts. Rely on official VINE first, then the Rowan facility, the Morgan arresting agency, and Kentucky Courts.
